WASHINGTON—The potential for Republicans to win majorities in one or both chambers of Congress next month is putting pressure on the Biden administration to conclude a

long-anticipated national security agreement with Chinese-owned video app TikTok.
Administration officials have been negotiating with TikTok executives for more than a year on measures aimed at preventing information TikTok collects on millions of American users from being shared with the Chinese government.
